I have not been able to find out about this medal specifically, but from what I gather it would be an unofficial medal issued by the contractor prior to the official issuance of the Westwall medal. Philipp Holzmann was (until 2002) a large construction firm which was one of those engaged in building several projects, including part of the Westwall. It is a nice and not common piece.

Sounds like a reasonable explanation to me!
Cardboard faux-croc boxes are not that unusual. Have you found out
what the inscription on the front of the medal means ?

I think the inscription on the front translates something like: "To the Worker Honor, To the Homeland Defense"
