can't help with name but a nice early one.
Looks like another 'Vienna Design' type by an unknown maker. The only difference is the variance in hardware that I can see. Here's another couple being discussed now as well.

I have been doing some considerable research into Black wound badges. Only because I had one which Jedi Ned points to in his post that was unmarked.
However your badge I believe is perfect match for a Hugo Lang.
That matt black paint job and hardware is typical of this maker.

If it is a very rare Hugo Lang badge, and having looked it up it appears it may well be, then in may be marked on the side of, or under the pin (117), but not all were. Lang were situated in Wiesenthal an der Neisse which was then part of Austro-Hungary and is now in the Czech Republic and re named Lučany nad Nisou. Therefore it is the correct area for the badge to come under the 'Vienna Design' category that I mooted in my last post.

Thanks Big Ned!!! Its in my safe and we're having my daughters engagement shower today. I plan on looking when I get home. I didn't understand that under the pin might actually mean on the bottom of the pin it's self. You guys are awesome!!!!
