Who Made this one?

Hello All
This is the silver wound badge I won in the Raffle. I was wondering if any of the experts could tell me who might have made this one. I have already asked the former owner and he did not know. So any help would be greatly appreciated. These are the original pic's. If better one's are needed I will get them.
If anybody has any input on the Luftwaffe visor eagle that would be awesome also.

Well I just had my daughter use her phone to take this pic's as my son's camera is at his GF's house......
Please excuse the dirty fingers, I just got done working on my son's car and that stuff just won't come off!!!

Hi Phil,
I did not want to say anything because I am unsure of who made it. I guess it could be an unmarked "30" but am not sure. Some of these that are unmarked are difficult for me to tell who made it.
