The black band and piping was not the issue for customs,
I have not ever seen this mentioned.
Neither correct is the wreath and the eagle shield. I think
it all is put together. At this moment I have no idea what
it can be.

This is a West German VUPA trying to be a Weimar Officer shako for Stettin. Cloth was added later, and the chinscales and cockade are repros (but the star is apparently original).
The "PP Berlin" = Polizeipräsidium Berlin (commonly found on postwar Berlin police headgear).
