I do not believe it is for a P38. The belt loops on the back are not correct or in a configuration that I have seen before. Could be that one was added but it is hard to tell in the pics. I also cannot see any markings in the pics. Have you tried placing a P38 in the holster?

Yes a P 38 or 08 placing in the Holster!
Perhaps for the Police or KVP in East Germany?!??

Looks very similar in construction to holsters for the PP and PPK. Those were police issue arms too, so perhaps a universal holster of some kind?
