I would say the Irish Vickers M27 or the Swiss M18 (not the later models!)

Not by the Swiss themselves - I think the last unpleasantness involving the Swiss was a civil war in 1847.by battle gear

The DDR must be a contender.
The DDR produced a whole range of Helmets which are a very cheap way of bulking out a helmet collection. One of the places which has them starting at 5 Euros is Militaria4you.com in the Netherlands. I have no commercial intrest in this company and there are probably other places selling them off at similar prices.

Perhaps it'd be easier if we systematically went through each country/region:
Perhaps we should start with Europe?
Scandinavia (Denmark, Norway, Sweden and Finland): No helmet models that haven't been used in combat. (WW2 and UN service.)

Portuguese wars: WW1, Angola, Portuguese Guinea and Mozambique.
Edit: Spanish Civil War as well.

during the conflicts in former yugoslavia surplus helmets like the DDR helmet and swiss helmets were used.
The Mauritanians in recent low intensity conflicts. It appears the Mauritanian army bought a number of these. surplus helmets from the Swiss.
