Not so sure if it's american...Dress coats and long jackets of the americans from 1800's time period usually had buttons (they were wide apart, from breast to breast) that were exposed. Not sure if this helps.

It looks like a theatrical costume to me.
Whatever it is and wherever it's from is one thing but what time period do you guys think it's from?
It almost looks as if it's from the 1700's...at least that style anyway. It definetly shows signs of age and restoration..see the second to last clasp? Someone went through some trouble to replace it, yet it is still missing a couple eyelets at the top. huh......???! it's puzzling.... Let me see if Ade can help.

maybe a burges ceremonial robe. I think there were some English burges in early America.
I too think it is Freemasons, Knights of Columbus, or a theatrical costume, etc.
and not really very old...............
