Need id on this observer wing

Article about: Sterling with what looks to be a makers mark,,,i think this is late WW I or perhaps early 1920's example,,,anyone have any info or knowledge about this piece??....Many thanks,,Robert

    It is Canadian or British, and I think a Dress
    or Sweetheart item. Probably WWII, IMO.
