It's for World War I; instituted in 1919 to be awarded to members of the 28th Division (Pennsylvania National Guard) who had served in France. See:

This medal is from ww1, I believe they did make one for every state I have seen a couple others but they are not easy to find. There were a large quantity of these found in bulk that were from ww1. I had the chance to buy some of them in the original boxes great looking medals
