Photo is not of the best quality, but it is definitely a British hussar regiment, with the period likely 1880's-90's. Not from the Crimean War period. If the color of the busby bag is indeed dark, that would eliminate the 4th,13th,14th, and 19th Hussars, all of which had yellow, or white bags.
Could also possibly be one of the many yeomanry regiments that wore hussar uniform.

    No. Not a fusilier.

He's cavalry and probably hussar, although the horse gunners wore a similar uniform.

It's a normal dress uniform, not unlike that used today, but in the pic probably late Victorian or at least pre-WWI.

After another view of the photo, it looks as if the sword is the 1912 cavalry pattern, altough the photo is rather blurred. If so, obviously taken just prior to WWI.
Not RHA, I believe, since their busby bag is solid scarlet, with no piping, as on hussar busby bags.

Apologies for the mistake; other ranks sword is the 1908 pattern, 1912 pattern is for officers.
