Czarist Russian, possibly Cossack Guards? Just my first impression...

Glenn is right. I did a reverse image search on this illustration and came up with a Russian-language site that also features it:

????????????? ???? ????????? ?????????? | ????????? ?????????? ?????? 19 ????, ??????????? ??????? ??????? ? ????????????? ????? 1812 ????.

An online translation tells me that this is a Cossack sergeant from the Czar's guard in the 1890s; the illustration being from a French 1893 publication on the history of riding.
