    It is a nice grouping.
    US National Guard, 28th division, 109th Infantry Regiment from Pennsylvania.
    The tunic is a model 1917 as evidenced by no stiching at the cuff bottoms.
    The overseas cap is French made. They were popular among officers and enlisted men in the AEF.
    The shoes are civilian.
    Army issue boots had hobnails on the soles with a dinstinctive pattern and rough out, leather tops and are rare today.
    The 28th had 2,551 battle deaths and 11,429 wounded with 80 days frontline service.
    Identified groupings are always more desirable.

    Thanks for all the replies and info.
    What is an approx value?
    Would the boots have been worn with the uniform eventhough civilian made?
    Also there are two whistles. The one attached to the uniform is more brass colored.
    I could not find any markings.
    The second whistle is shown in the close up pics and is marked "made in Germany" and "Police Special."
    Lastly, here is a pic of the guy (#20).
    He was gassed but survived.

    I am not sure.
    The period whistles I am familiar with are tube shape. But I am not an expert on US WWI military whistles.
