WWI Quartermaster Belt Buckle?

I picked up this buckle at a local flea market and am trying to find out more about it. I am having a hard time finding any information online, here is what I have deduced from it thus far-

It is a belt buckle. ha
It is solid brass and made in the U.S.A. It is marked on both accounts.
The logo is Quartermaster
The logo predates Sept of 1921 because the eagle has a "broken" neck that was redesigned after 1921.

That is as far as I have gotten. Feel free to correct me if I am wrong, my feelings wont be hurt I'm just making guesses here. Maybe it was not an issued item? If anyone knows more about it or its value please let me know. Thanks!
