Looks like a Rudolf Souval.

I have googled some Einserne Kreuze 1. Klasse which are made by Rudolf Souval.
The pictures look exactly like this.

The rounded inner corners and birds foot outer corners are a signature of a Souval frame.
If you can get a better photo of the core it would be useful.
Souval made awards after the war so their pieces need careful study to see if it's before May 1945 manufactured or after.
