Yes its WWII era , some say early but definitely WWII.
Time frame 1942-1945 , as you dont have the box it came out of a presice date is impossible.
Reverse side of the patch has a raised border due to the US schiffli manufacturing process, that individual manufacturers can make in the design of the patch same as the heavy ribbed that you see, its kinda like their embroidery signature.
Below is an early 2AD embroidered on wool GEMSCO as another example
