1st Elite Division LAH Teaspoon

I am posting for a fellow collector. Told him I could not be certain on what this is but would check here with the WRF braintrust. Is this Hamburg Amerika Line tableware? Not my main area of expertise so thus the post. The only thing I told him I was a little suspect of was the halo around the LAH / HAL emblem engraved on the spoon handle. Told him now I am not certain this is even LAH related. Thanks for your thoughts in advance. Rossi
