Yes, its true.
In this example, the spoon mirek51 presented, it is plated silver with 90 grams of silver. For Wellner, the boxed 21, is no doubt the style, which apparently was a common style back in that period. German manufactures had a government mandate to stamp silver content on their silverware/flatware. For plated silver, Germany stamped 20, 40, 60, 90 or 100...etc on their flatware. 21 was not a German standard for grams of silver plate. That's my understanding of the marks...if someone else knows, please clarify. Regardless, the spoon is not a Speer spoon.
