I think it is a pre WW2 piece of jewelry and not military at all. The Swastika goes back 1000's of years. This has a Sun Wheel shape which is popular with Norse mythology.
Swastika's were a common good luck symbol prior to the 3rd Reich and are still used in some parts of the world (primarily Asia).

I was thinking along the same lines but was leaning towards Thule Society not wartime, but possibly post WW1 German. It's a stretch but. You never know.
