ns scarf?

this is being labeled as a ns scarf in the add but i have never seen anything resembling this before looks like a comemorative object to me like a thing to hang on the wall in some official building or something any advice he asks 800 skr wich is about 75-80 euro (well its the starting bid who knows what it will end at) is it worth my time at all thanks in advance for any help regarding this intriguing object

It's not a scarf. It says:

"Bicycle Club 1899
(registered association) Friesenheim

To the winner of the
200 laps team tournament."

This sash was clearly attached to a wreath presented to (or hung around the neck of) that champion cyclist.
