Looks like someone welded fake lugs to it and artificially aged it IMO , so not one for me .
Yeah the placements for the lugs seemed off to me, thank you for your keen eye.

I think the lugs are cast with the eagle, but the black patina is brushed on out of a tin. The bubble marks leaving silver circles are obvious signs this is a newly aged eagle.
