Machal - its a wax seal that usually had a wooden handle - it was used to seal official documents being forwarded to other offices etc.

Heres what one looks like complete - this seal comes from a small village in Hessen, Germany, it was used by the Justice of the peace(Standesampt). The wooden handle still has the makers metal disc reflecting the makers name etc.
