Never saw one like this before but I have to say the eagle on this piece is looks weird to me & not very detailed. Not something I would particularly want in my collection. Not being a collector of kriegsmarine items maybe others will like this piece but to me it just doesn't look right. And if this was from a HJ camp wouldn't it make more sense to have some sort of HJ related insignia. Again, just my opinion,

Back then an eagle was an eagle. The only way people could generally tell what it would have come off of is if they compared the 2 pieces in hand with their own eyes or the maker of the dagger comes along. So IMO no problem with the connection, although I can't tell you wether or not its original or not.
I don't know about an eagle being an eagle back then. If I was in the Hitler Youth & this was an award for a HJ event or something I think that the type of eagle on it would be indicative of the organization the participant belonged to. Again, just my opinion & I'd like to hear others.

Bingo! I agree 100% with you Ralph. To me it would only make sense to have an eagle appropriate to the group involved. And as you say the TR era was the epitome of ornamentation. Symbols were extremely important to the ideology.
