Found in Canada, What is it?

Any ideas what tis is? looks like a 303 cartridge but has a spring plunger and oval side hole. Is it a fuse?

Thanks both for the follow up.

Found under the front porch of my house in Renfrew Ontario.

Previous owner was aircrew in WW2.

Also found in separate location (back porch) a large brass cartridge case that may be from a caufman starter.
