Help with Crowned Lion Pin...

Article about: Greetings, Friends... I've done a good bit of searching for a comparative piece with no luck so far...I'd be very grateful if someone could identify this Pewter Stick-Pin for me...To my eyes

    Greetings, Friends...
    I've done a good bit of searching for a comparative piece with no luck so far...I'd be very grateful if someone could identify this Pewter Stick-Pin for me...To my eyes, it's very similar to the British "Lion Passant", but there are significant differences along with the 12 dots/circles at the bottom, which are a complete mystery to me as well...and there's also the possibility that the needle may be a later addition...Could it be Hessian?
