As to your question,
I would say yes somebody could. The bullet looks to be a cooper clad round, So soldering it would be not a problem. Or you could even use a little JB weld to hold it and you wouldn't have to deal with the color change from the heating process that soldering would cause. But if you heat sinked it that could be made minimal.
If I was across the pond I would give it a try for you

I agree that it looks like a 'Stahltaube'. This was a very early German monoplane that used 'wing warping' to bend the trailing edge of the wing and tail to effect a manoeuvre, rather than the later aileron and flap arrangement.

I do agree with the "Taube" style and it is going away next week to try and restore it.
It is a curious item, I'm sure it will look lovely when fixed.
I've also been looking at trench art WW1 planes, and I like the "flat" style tail planes.

I'd restore it with epoxy or glue something that could be removed later if so desired.
Well, it's on it's way to be restored, so hopefully I will have some pictures for you soon..
