The first thing I noticed Is how the wreath resembles the wounded badge from ww1-2. Perhaps it was for a judge or court official?I don't know.

Here's an example.. Notice the laurel wreath and bow at the bottom. Also, it seems your medal was silver washed at one time.
I cannot offer a positive ID, but it is definitely not a German badge/medal/decoration.
My gut feeling is that it is a Masonic item. (The gavel is - among other things - a symbol used by the Freemasons.)
I think it could be a drinking award for going out and getting hammered.
OK, ...........only kidding and have no clue as to what it actually is.

The way the top is formed , it looks to me like a watch fob . Or something similar , not military IMHO
The hammer is an auctioneers gavel. Other than that, no idea.

As CBH said, the top certainly appears to be set up to be worn on a ribbon as a watch fob, but as to what the Bottom hole in the wreath is for, I have no clue-although it Does look like Something was in the hole long enough to give the brass considerable Wear. Maybe this is some sort of tribunal or hearing judge's ornament?
