I am sorry, but there is no NKVD marking on the cup.
I could imagine, that the first line of the lable could be misinterpreted, but in fact it reads "Н.К.Т.П." (N.K.T.P.)
NKTP stands for People's Commissariat of Heavy Industry (Народный Комиссариат Тяжёлой Промышленности).
Heavy industry in this context means basically metal works.
This.cup was produced on a matal works plant in the town Lis'va (Лысьва). The same factory prodused all the Soviet SSh-40 helmets.
The full inscription on the cup:
Н.К.Т.П. - N.K.T.P.
ЗД им газ "ЗИ" - Factory named after newspaper "For Industrialization"
ЛЫСЬВА - Lis'va town name.
Judging from the lable, the cup was produced before 1937.

Here is a piece of history found on the Kurland battlefields. A heavily damaged german ration tin, seems to be marked by both a German soldier and taken in use by a Red Army soldier.

The Russian name is NIKITA (НИКИТА). A common Russian male first name.
I think, I see second line in Russian just inder the name. Very clear letter T. But the rest can not see.
The german name I don't get. Only 4 letters: BE?Z
What name could it be?

I ve been out there searching through the rest of the pit where I found the Waffenmeister EKM, it didnt hold any of the crates full of mp40s and Mgs I was hoping for but I had a great time digging through the trash
