Folding alphabet sign found on the Eastern Front. I'm having trouble deciphering what it was used for. "I" is missing as it skips from "H" to "J". Anyone have any ideas?

The missing I is really weird... it could have been to communicate with locals, but that is just a wild guess. Definitly an interesting piece.
