I believe S98/05 frogs made after WW1 are a bit less common.
St. Orthey seems to be a less common/smaller maker of leathergoods. A Google search provided a few examples of rucksacks, belts and a S84/98 frog. I could not find another example of a S98/05 frog by them. They seemed to be active in the 1938-1940 time period. Maybe they used a three letter code after that, I do not know.
From the deformation at the opening of the pouch, it appears to me the frog was used to carry something more bulky, such as a RAD hewer, but I don’t believe it was made for that. I think it may have been originally made for Navy, Luftwaffe or Police use, but I cannot see any corresponding marking, despite the decent condition of the frog.
No the bulk was done by some of manufacturers to made easier to attach the bayonet scabbard into frog similar exist on S84/98 frogs, there are well known confirmed S98/05 frogs in period 1938-42, the mixed configuration of alu washers and steel rivets speaks for transition period.
