I would appreciate any help with this cap, kind sirs (it's not mine)..

Stamped VA with 1941 below it.

It has a pin inside, for what reason? I have no idea

Seems to hold the top cap folds together?

I can't say anything concerning the authenticity of this cap, better wait for the side-cap specialists.

The stamp would be the VerwaltungsAmt stamp + year and the pin is indeed intended to hold the folds together (was also often done to give peaked caps the pinched look).
