Right at the beginning I'd like to stress that I am no specialist for NSKOV caps. All those I know, however, don't have a cloth bill with the oakleaf ribbon on it (makes me think of a fisherman's cap) and they don't have the oakleaf-wreath either (the later Kyffhäuser-Bund caps had these), just the cockade. There is a typical NSKOV cap here:

Hopefully the NSKOV-specialists will dispel my doubts.

I have to agree with Wolfgang--it appears to be a postwar fisherman's cap with added NSKOV insignia.
