    It seems to be lacking the stippling (tiny bumps) on the banner that you would normally expect to see, so maybe a restrike? That beret looks as though its had other badges on it too.

    I agree with Steve. There is a small amount of stippling close to the folds of the scrolls but the wear that might have removed the stippling looks odd as does that on the bottom scroll especially on the first part of the word Reconnaissance which seems unnatural. Also to my eye the detail on the reverse appears to be rather weak. So, yes I think it's a "restrike". Plus as stated the beret seems to have had another badge with "north and south" lugs.
