Yes it is an Indian Army WW2 hat, worn like this:

It's usually known as a khulla, with a puggaree (or pagri) wrapped around it.

It's only a turban liner, common as muck. The decorative bit wrapped around it is harder to find.

Article about: I bought a box of 25 of these cones a few years ago thinking I was getiing a bargain. A total waste of money.
