German cap ???

this is my first post. I have owned this cap for years, it is of good quality but I do not know if it is genuine and if so to which troop (non-combatant) it belongs.

Forestry! But eagle seems to be Heer and does not belong to this cap.
Not sure if it is legit.

Eagle is definitely a replacement, and incorrect.
However, a metal State eagle will cover up the stitch holes.
