Well, with the black band it would be early (pre-1938) Zoll (customs). You sure this is a vet pick-up?

Thanks for your input. I got this hat from the family in the original box it was shipped home in with postage on it , customs stamp, and army approval. It came home with a m35 helmet.
I will post clearer pictures asap. My main camera is dead and using my backup with is pretty bad.

The markings on the liner diamond are in three lines: "Mutzen Fabrik" "Gadicke" "Saarbrucken".

You can see the box this hat came in the background of pic two above.
Here is a better look at the diamond. According to info online, this maker made hats during the war. I don't know if they were in business after the war.
Thanks for everyones help. Apparently this is a Prison Official's/Penal NCO cap or a customs cap.

Blademan, yours is definately pre-1937 customs, as it has a black band.
Penal used a green band:
