Identifying fur cap.

My pops received this in a German lot from Ukraine years ago. The cap wasn't in the listing. So it was a bit of a surprise. I originally thought it was a Waffen-SS winter cap, however I've never seen one with leather. My other thought was that it's a Kriegsmarine cap that someone put the insignia on. We both assume that it isn't authentic. But I figured I would ask anyways. He's supposed to be getting me the inside markings later. Thanks for any insight you may have.
