I'm no specialist for these, but as you are a paying member you could take a look here:

and also in the original headgear section - check the KM-EM thread - perhaps there is an explanation for the JPM-B stamp there. The eagle is no KM-eagle as you stated yourself already.
The stiffener of the cap band doesn't look like plastic, more like celluloid/cellophane which would be a good sign.
Hopefully the KM experts will chime in.

I have found in the theard "Maker Survey: Franz Ritter Dettingen", a similar manufacturer stamp as in mine.
I have, in "Espenlaub Militaria" even with the second manufacturer stamp found as in mine.
Stamping both manufacturers looks like original ones.
I suppose that the Tellermütze original is, I hope the KM experts can confirm this.

Composite cap. Both parts wartime, but base German made and removable top Dutch made (JPM-B = J P Mol, Breda). Plenty German navy personnel in Holland and Mol made lots of caps for the Germans so perfectly possible combination.

I know this is a very old thread, but I am trying to study up on the Kriegsmarine Tellermütze (high on my wants list), but I have been unable to find either an ‘original headgear section’ or a ‘KM-EM thread’.
