The hat is period (1933-45), but imo, it is for a civil marine organisation.
The buttons are not standard KM, and it has a Luftwaffe-type visor.
Also, the mohair band appears to be fixed (not removeable), and the crown is small compared to KM NCO visors.
There is the possibility that the NCO transferred into the KM and simply added KM insignia, but no way to tell.
Insignia appears to be original.

Here is an original KM for comparison--note the loose (removeable) band; large crown; and the visor trim:

I looked for the buttons and it's not necessarily a red flag, it's French buttons and they were reused later by the germans makers
