Wm--yes, it is Verwaltungspolizei, one of the rarest pipings due to there being relatively few members as compared to the Schupo, Gendarmerie, Gempo, etc.
There are some very high-end fakes of these caps floating around--I need an interior pic to make sure it is not one of them.

I have seen Trikot true officer visors--for me, it depends on the interior.
