At least they gave the buyer what appears to be a legitimate eagle and cocarde. Playing at that level of money without the basic knowledge is the buyer the fakers of the "high end" material are looking for. There was a fake white top Form IV political cap handled by Manion's about ten years ago. It was part of a grouping of supposed Hess material. All of it turned out to be fake.
