What is this brass stud for?

Hi Guys, I was closely checking out my new LW whitetop and I was poking around inside very carefully, and I felt this stud through the lining ( don't worry guys the stiches were already like this), can anybody please tell me what this stud is for, it's between the the top of the cockade and the bottom of the swastika. Thank You.

This is the other end of a splint with which the white top is fixed to the base.
