Better late than never … it seems that nobody replied to your “too basic” questions.
The shoulder cords a r e correct for a Revier Oberleutnant of the Schutzpolizei. In a nutshell, Revieroffiziere were the most senior NCO ranks (Obermeister, Inspektor and Oberinspektor) that had been promoted to officer’s rank at the end of 1939. Don’t know whether such a rank group existed/exists in the British military hyerarchy.
The light-green Waffenfarbe (more correctly Spartenfarbe in the Third Reich Police’s usage) is correct for Schutzpolizei armoured units. Schutzpolizei “Revier” officers had a secondary dark brown color between the light-green and the plait.
The presence of the SS runes breast badge is irrelevant in this context.
