looks to me as a typical modern reproduction, similar eagle like these are sold on ebay pretty often..
But thats my hummble opinion..lets here what the others have to say

I've had/sold a couple of these railway eagles, admittedly it does look new, but some burk may have cleaned it
There are some very good repros about, and this one does not exhibit any honest wear. Pictures of the back, and the fixing holes may help, but it might be a tough call

the finish, has a rough sand cast look. i dont think its been bead blasted, because the finish is so consistant.
just my thought from what we can see.

The first one posted I believe, are known as Reichbahn (railway) eagles,
specifically designed to be mounted on rail cars, that are much
different than the ones in the photo you've shown,
which are three dimensional.
I too think it is a repro, but these are very impressive looking things.
