Cold War -era Soviet stuff in my opinion. Did you measure the diameter at the base or at the mouth of the casing?

Cartridge dimensions are 130 x 846 mm. a measurement of neck being confirmed would help if it’s not a match
EXTRA INFO edit: turns out the reason for a potential mix up between 130mm and larger is the fact the Projectile is 130mm in diameter but the casing can be anywhere up to around 140mm even 145mm .
Member HAZORD on the BOCN forum explained it as-
“With separate loading ammunition, like the 130mm field gun uses, the case mouth will be larger than the caliber. It needs to be as large as the outside diameter of the rotating bands since the projectile is rammed first and the rear of the chamber needs to be that big so the bands can enter it. The case mouth needs to fit fairly close in diameter so it doesn't split when fired. Since the 130mm is a high velocity Gun, instead of a howitzer, it needs a big band to spin the projo up, so the band is large in diameter. A 140mm case mouth for a 130mm projo body diameter isn't bad at all. That leaves only 5mm per side for the band, and a 5mm band isn't much for a gun that size.”
