In Denmark the amount of petty crimes and violence increased in a similar manner due to black out, and later the absence of police.
Official numbers from the years under German occupation:
(In 1940 there lived about 3.850.000 people in Danmark)
1940: 6.300
1941: 8.996
1942: 12.409
1943: 14.068

1945: 9.810
(1944 numbers and especially 1945 numbers can't be trusted, since the police were disbanded by the Germans in 1944, and therefore numbers for 1944 and 1945 are much, much higher)

Interesting enough numbers never returned to pre-war levels after the war.
Keep in mind, that much of the increase in crime is because of the black market trade.
My Grandad was an ARP warden and I remember him telling me how many times he walked or ran into lamp posts during the blackout!

heres an article in a 1944 newspaper i have. It doesnt say it was specifically blackout looting but it gives you an idea of the kind of things that went on
