It's Austrian, that's all I know for sure...The red cross is called the Kruckenkreuz with the Austro-Hungarian Double-headed eagle...

I don't think this is military what does it say on the buttons I see hats like this a lot when in antique stores most of them are some sort of civilian organization like the odd fellows not sure what this one is

It looks masonic to me , they use that type of cross I believe .
