Eisenhower very rarely left the superscript dot out of his signatures, like most presidents he used a secretariat or an autopen to sign most documents that weren't monumental .
I would venture that this is one of these.

He did not use an autopen from my best understanding. You are correct that on most of his signatures but not all he did dot his Is. I did find this online.
The signature at the top is false. Eisenhower always signed his own
letters, except in the presidential campaign of 1952 and
in the last years of his life when he authorized a secretary
to sign for him. The secretary signed the first signature at the top.
