I had one of these atlases from 1940 where it says "Territory of German interests".
Perhaps you mean this atlas. This atlas was printed in 1940 and meant for students of the 5th and 6th grades of secondary school.
The atlas contains many interesting maps. As you can see the borders of many countries have changed quite a while.
Above the 1940 map of the African Continent. The purple coloured teritorium is called; French West-Africa (Французская западная африка).
The yellow coloured teritorium in the middle is Belgian Congo (Бельгийское Конго).
The most interesting map in the atlas is that of Europe.
The map shows that Austria and the Czech Republic (Protectorate of Bohemia and Moravia) have already been included in the Third Reich.
The Baltic States and Moldova were founded by the Soviet Union.
The 2nd Polish Republic (1919-1939) is divided between Germany and the Soviet Union. The atlas circumscribes the German occupied territory of Poland as "Область государственных интересов Германии - Territory of German interests".
