I think this is some sort of exit visa to the USSR...but not sure...
It's definitely in Latvian.
If you squint real hard you can see "PASZPORT" (Polish?) written on it, and the stamp itself says Tirza parish police, Madona district (well, according to Google translate). Probably given/issued to someone named Aigušas(?) Palijas.
