Greetings Marc,
I wholeheartedly concur with your assessment on the knife itself being an original. I too am at a loss of firm feelings (either way) with the scabbard, specifically the leather seems new-ish. Additionally, that imperial eagle stamped on the leather is something I have not seen before and that concerns me.
That said, I do like the rivets and the metal scabbard itself. This scabbard leaves me confused and if I had to make a decision (one way or the other) I’d refer to the scabbard as refurbished (it could have been accomplished yesterday or many years ago). I have seen leather topped scabbards that had no retaining strap as the friction within the scabbard’s interior was enough to hold the knife firmly in place.
I’d wait and see if any of the other knife collectors chime in on that oddball imperial crown stamp. Perhaps, someone has their own example with some better (read: more convincing) age to the leather and a matching imperial crown.

My personal wild guess is, that it's a post ww2 Norwegian refurbishment 😉 and the crown not imperial but Norwegian ??!!
But I have absolutely zero fact to back it up 😕
